The Moon in the third decan of Aquarius follows the Golden Dawn attribution; Book T titles the card Unstable Effort. Waite's published meanings, checked against the Pictorial Key, give design, attempt, wish, hope and confidence, together with quarrelling, a plan that may fail and annoyance, and he notes that the meanings diverge considerably from one another.
